Seems like a forum bug. I’ve had notification issues before too.
Maybe you need to turn notifications on on your tablet as well.

On the subject of the red line, it is supposedly meant to be below the last post you read on your last visit. Not sure if it’s working as intended, but the code that causes it is data-islastviewedtopic="true"
