It looks like the back of a chair with a backpack hanging off of it but I’m sure it’s not something that big, plus the light blue thingies don’t really look like straps.
I too thought it was part of some sort of chair but it is not. 
The light blue stuff looks like some kind of rubber or plastic.
Maybe it is a part of a trashcan?
It is plastic and it’s grey not light blue.
